On September 30, a promotional meeting in mid-2021 for a new round of building up a high-level local university was held in No. 6 Conference Room on the 9th floor of the Administration Center of Yangpu Campus. Weng Peifen, deputy secretary of the Party Committee of the university, chaired the meeting, attended by heads of functional departments such as the Department of Development and Planning, the Academic Affairs Office, the Department of Scientific Research, the Graduate School, the Personnel Department, the Office of International Exchange and Cooperation, the Center of Modern Educational Technology, the Center for Energy and Power Science and Innovation, the university library, the Office of Financial Affairs, the Office of Laboratory and Asset Management, the Office of High-level University Construction, and the involved parties.
At the meeting the concerned directors of some offices and departments were required to report their work successively. Tang Naiyun, deputy director of the Office of High-level University Construction (in charge), introduced their current work progress, relevant problems and the thread of thought on starting another round of the construction of a high-level local university; Liu Qixia, deputy director of the Office ofFinancial Affairs, reported the budget on the construction project of a high-level local university in 2021 and its specific implementation. Lu Wei, director of the Office of Laboratory and Asset Management, elaborated the bidding and procurement of major equipment related to the projects in 2021 concerning the construction of a high-level local university. Besides, some work reports were made by the colleges concerning with “one network with two-winged disciplines” and they were respectively about the integrated intelligent energy research platform engineering and advanced application systems, smart campus, the preparations for the establishment of the College of Modern Industry and its progressive work, the use of funds, the main problems and the next moves as well as the main performance in construction.The attendees conducted in-depth discussions of and expressed their opinions about the relevant work, especially the issues concerning the major departments, disciplines and colleges. They put forward quite a few constructive suggestions, which provided invaluable experience for starting another round to build up a high-level local university in our university in the near future.
The meeting required that all the concerned parties which have undertaken the relevant programs should propel steadily the project to construct the 2021 University Highland as planned, use the project funds in accordance with the related provisions, carry out the construction work as scheduled, achieve performance results on time, and strive to achieve new achievements in the first year of starting another round of the construction of a high-level local university; Meanwhile, all the concerned departments and colleges should apply for the Project of the 2022 University Highland on time.
Weng Peifen fully affirmed the previous efforts made by the concerned colleges and departments in building up a network with the support of two disciplines and put forward some specific requirements corresponding to the new goals, new tasks, new demands, and new accomplishments. He stressed that our attempt to build up a high-level local university should be aligned with the municipality-based target to construct double first-class universities. The concerned departments and colleges should aim the overall goals, strengthen the coordination and quicken their pace of work.The construction of a high-level local university should be steadily carried out in strict accordance with the concise and solid system one network with the support of two disciplines. Efforts should be made to focus on the double-carbon goals and to do our parts to the industrial development of energy and power and to solve the bottleneck problems.We must try to take actions to speed up the integration of colleges and disciplines, work out a number of high-level projects, and achieve a batch of high-level achievements.We should give full play to the core role of highly innovative teams and exhaust the creativity of backbone teachers so as to make greater contributions to the construction of a high-level local university.
In April 2021 our university was authorized for the first time to build a high-level local university in Shanghai. On June 6, on behalf of this university President Li Hexing attended the defense for the second-phase construction of a high-level local university sponsored by the Shanghai Commission of Education and then the 2021 High-level Local University Construction Review Meeting organized by the Municipal Financial Evaluation Center for us on June 21. The experts dispatched by the Municipal Education Commission thought very highly of the achievements we have achieved the past few years and deemed that we made a breakthrough during the 13th Five-Year Plan Period. They said that we have concrete goals and plausible plans for the construction of a high-level local university in the 14th Five-Year Plan Period, which is an immediate echo to the national strategies and will meet the requirements for the second phase construction of high-quality local universities.
Our plans for the construction of a high-level local university are closely connected with the national strategies to achieve the double-carbon goals. We will implement the plan to build up strategic projects during the 14th Five-year Plan Period to come, focus on the introduction of a new power system with new energy as the main body, develop an integrated system in which a network is supported by two disciplines of energy and power, and make every effort to build up a high-level local university with distinctive disciplinary advantages in energy and electricity. Since April, under the leadership of the Party Committee and administration of the university,by aiming the goal to build up a high-level local university revolving the full development of two disciplines for one network, the concerned functional departments and all the colleges have joined their efforts to work out a systematic plan and achieved considerable achievements in personnel training, scientific research, faculty construction, international exchanges and so on.
Since July, with the maneuver of the Municipal Commission of Education, the Office of High-level University Construction, the Office of Disciplinary Development, some concerned functional departments and relevant colleges have been further carrying out the task to demonstrate the 2022 plan for the construction a high-level local university. We will continue to focus on the direction of discipline construction centering on the system with one network supported by two disciplines” and further optimize and consummate the 2022 scenario for the construction of a high-level local university.
By seizing the important opportunity to build up a high-level local university, the university will continue to blaze new trails, forge ahead, revolve closely the double carbon goals and focus on the program to establish a network with the support of two continuously developing disciplines. We will strive to build our university into a mattered base in support of training talents and scientific innovation in the industry of energy and electricity in China.
