Mission Statements of the Performance-oriented Evaluation for the Year 2022 Signed by All the Colleges and the University Administration

Now it’s the critical period for Shanghai to prevent and control against the Covid-19 Pandemic, the university has been attaching same importance to the prevention and control of the Pandemic and the pursuit of the university development without neglecting neither of them so that the we can keep on fighting against the Pandemic, carry on routine education, teaching and management in order and stably and earnestly fulfill the responsibilities to defend the country. Recently, by holding quite a few online video seminars, reports and so on the Working Group of the Comprehensive Educational Reform of the University (hereinafter referred to as the WGCERU) completed the signing of the annual mission statements to achieve the goals of performance-oriented evaluation for the year 2022 with all the affiliated colleges, smoothly propel this year’s reform in management of the targeted performance evaluation.


To further implement the reform of educational evaluation in the new era, promote the construction of a modern university system, improve the internal governance system of our university, optimize the resource allocation mechanism of targeted management, and trigger the passion of the whole faculty in reform and innovation, early this year we started to launch a new round of reform in the targeted management of the performance evaluation among the affiliated colleges on the basis of the working experience they gained much earlier in fulfilling the core tasks. Before the winter vacation began early this year, the work group had started the reform of the targeted performance-oriented evaluation for the year 2022 and strove for a better targeted management of performance-oriented evaluation. With repeated revision, they adopted One Method and Two Programs, namely, Methods of the Targeted Management of Performance-oriented Evaluation for All the Affiliated Colleges of SUEP”, “The Program for the University Administration to Implement the Targeted Management of the Performance-oriented Evaluation for the Year 2022”, and “The Program for the Teaching and Research Bodies to Implement the Targeted Management of the Performance-oriented Evaluation for the Year 2022”. On March 24th, a launching meeting was held online to interpret the proposals One Method with Two Programs and to start each college to work out the targeted mission statement and all the affiliated colleges were welcome to express their opinions on revising the three proposals. In April all the colleges submitted their targeted mission statements to the WGCERU to get them examined. They were required to revise and embellish of the proposals One Method and Two Programs and to set goals through study to seek excellence and assess external competitiveness. For many times they conducted discussions with the concerned offices, divisions and departments on this year's goals of evaluating external competitiveness. In late April and early May, the WGCERU submitted subsequently the program for the performance-oriented evaluation of the year 2022 and the plan of targets for core assessment to the Office of University President, the enlarged meeting of the WGCERU, and the Standing Committee of the Party Committee for deliberation and ratification. On May 6, another meeting was held by the WGCERU to examine the targeted mission statements for performance-oriented evaluation and the plans for assessment presented by all the affiliated colleges. On May 9th and 16th, the WGCERU submitted the programs and proposals to the Office of University President and the Standing Committee of the Party Committee for authorization. Through mutual collaboration on the internet, 31 divisions and departments under subject to the university administration as well as 13 teaching and research bodies completed signing all the targeted mission statements for the year 2022.


The formulation of the targeted mission statements for the performance-oriented evaluation by the affiliated colleges is a full display of the strong interlock between the classified evaluation indicators adopted by local universities, the 14th Five-Year Plan and the lofty goals to build up a high-level university, and a deep concern about the organic unity of the overall design by the university and the classified assessment; The university-based goals were disintegrated with the targets of all the functional departments and colleges at different levels along with the combination of annual elementary process and long-term developmental tasks; The qualitative goals of the annual work plan are integrated with the quantitative objectives of the targeted mission statement apart from the cooperation between the leading department and the cooperative departments, which is a wonderful reflection of the policies and principles adopted in launching a new round reform of performance-oriented evaluation. The university will implement the reform of educational evaluation in the new era and adhere to the problem-oriented, goal-oriented and effect-oriented principles. By launching a new round of reform of performance-oriented evaluation of the targeted management, we will better the internal governance system and take full advantage of the incentives and security intensified by the targeted management. With the reform of performance-oriented evaluation as the driving force, we will steer all the functional departments and affiliated colleges to work together to fulfill the medium- and long-term goals with a three-step strategy and the tasks for the 14th Five-Year Plan, enhance our essential competitiveness for further development, volunteer to integrate our university into the national strategy, and strive to build a high-level university.
